Biscuit gave good advice.
Add one more possibility - broken or damaged (remote) discharge valve.
There was a poster on here not too long ago with a similar problem.
He found his tank was cracked.
A search might find his post (and the pics of problem & repairs)
You must get under the trailer, open a section of the covering (forget the name of the stuff) under the black tank. It cuts easily.
Pull out the insulation material (usually not much) and look for the source of the "problem".
Check the tank itself - and follow the plumbing to and from the tank.
However - *First* - Be sure to check the drain pipe that runs from the toilet to the tank, which usually runs (exposed) through the front storage compt for damage.
Not a fun job...:(
