Black water won't drain
We have snaked from toilet, from drain valve and from vent on roof and black tank will not drain. Valve is open since 15 foot snake went in. Many chemicals added to loosen clog but nothing is working....

It is likely that the solution that the op has experienced is temporary. We have been down this road and it is always the same. Unless/until you get that tank pressure washed you will have problems. Do yourself a favor and have a little piece of mind. Have the tank pressure washed. Then use plenty of water when flushing and fill the tank to the bottom of the toilet and then and only then open the black tank valve to dump. Like others have said, TP is not the problem - using to little water and improper dumping practices is.
