Although I do not have a Dodge with IBC I had the same problem with my 2008 Ford IBC. I finally got it resolved by contacting the folks who produced the brake actuator. They had engineered an add on module that allowed the IBC to work properly. It cost $75.

Not sure which brake actuator you have for the RV brake system but find out, then call them. I'm sure they have a work around for you.
