The bolt shoulder just under the head is serrated and designed to be a press fit and not turn. Nuts should be removed and bolt driven out with some type of press or a hammer and punch. Do not try to turn the bolt. When the bolt is re-installed, tap it enough to get it started, install nut and tighten, tap bolt and tighten again until the bolt is fully seated.
