Yeah, so forget the hitch rearward question. That's a dead end.
You've got more than enough bed clearance, so adjust that down a little. Then, I'll bet you've got typical ST tire problems. That's why you had blowouts. The issue was not really being out of level.
As for leveling, were you measuring that 4" at the front and rear? If so, just correcting the hitch will just about take all that out. If the 4" was between front and between tires, that's a larger difference.
