Lug shearing is not that uncommon on a trailer even when they all sheared due to being lug centered meaning the lugs are carrying the load vs a automotive wheel where the wheels center hole carries the load and all the lug does is clamp the wheel to the hub.
I would suspect a batch of faulty lugs that the axle assembler used on that one end of the axle. There may be several dozens of axles assembled with the same issues.
The problem with recalls is the mfg saying its just from a certain serial number to another serial numbers like we see on tire recalls. Much of the time one tires forward or backward from those numbers were bad also.
OP I would talk with more than one factory rep. The higher up the better.
Another end to work from is a crossroads forum (if any) where some members may have a phone number to the top factory service mgr office or even higher.
I wouldn't throw the legal ball pitch to quick.
