If the problem is with the pipe like youre taling about, how would we fix that? Or wouod we have to have a professional fix it?

In order to get to the end of pipe it would have to be removed from tank.
IF it was a straight drop pipe you could remove toilet, remove screws holding floor flange down and pull it up and out.
Yours has a 45* turn in it so pipe would need to be cut in too, pulled out and then when re-installed a coupler would be needed to attach the two cuts pieces together.
That is IF you have access to the pipe to cut and access to top of tank so that the grommet/seal doesn't get pushed into tank when inserting pipe...or lost when pulling pipe out.
Also it could be that the pipe is too long and sticks too far down into tank (tanks are usually wide/long but not deep) and causing a build up right at end of pipe.
Again pipe would need to be pulled.
I would blast away with high pressure nozzle shoving hose as far down as possible and pushing/pulling it in/out and clear the area right below end of pipe.
Then use lots of water to flush and see if problem returns before going to pipe pulling.
