Whenever a dealership takes in a used late model RV, he should pay as close attention to the condition of the unit as a new unit. The walk around should be the same.
And anytime someone buys any new trailer--RV or boat--they should immediately address the bearings and make sure they've been just serviced. At the same time, brakes and tires should be checked.
My brand new fifth wheel has delivery miles to the dealership. I've already got a set of Bridgestone Duravis R250 rib tires to put on it. I've read too many horror stories of Chinese will pop tires causing problems.
You need to use a quality torque wrench to check lug nuts before you tow your trailer--every day. And tire pressure should be inspected every day you travel--kept at max. air pressure allowed. If you do these two tasks, your chance of having tire problems is greatly reduced.
