Only a couple issues with the setup in the photo.
1. Obstructed headlights - travel at night, dawn, dusk or limited visibility times would be illegal and possibly dangerous, especially for others on road at same time. Some states consider obstruction of lighting an equipment violation at any time.
2. Obstructed turn signals.....
3. Reduced cooling, potential overheating in higher temps.
4. Potential overload on front axle or front tires
