A reading of 13.4 probably means that it is actively being charged by something. No battery will hold 13.4 by itself for very long. Edit: Lithium maybe ?
And I don't understand what you mean by "it also acts as a battery meter". I think that means that the separate little battery has it's own meter and none of that has any bearing on the other batteries that are present.
