The rubber impeller lobes swell and lock up the pump. I've found this to be more prevalent in warmer weather. On the pump head there are 4 bolts. You can see them when laying under the fueling station. Just loosen them up a tad and try the pump. I tried pumping gas for my law mower last week and the same thing happened to mine. This fixed the problem.
