I have seen a number of RVs DOUBLE TOWING, never saw one TRIPLE TOWING. I have only been full time since since 1996, so I may have missed one. Some seem to add the tow vehicle as being "towed".

I agree that the terminology is confusing, but check the Good Sam / Woodall's towing laws. One tow vehicle with two trailers is referred to as Triple Towing.

Good Sam/Woodalls THINK they are God, but they aren't! They do not write the towing laws, DOT does! Tow vehicle with 2 trailers is DOUBLE towing....tow vehicle with 3 trailers is TRIPLE towing. The tow vehicle is not being towed.
