Mark, I do not know what this has to do with the OP's D250 or M895 decision, however I will address the tire you noted.
The Toyo HT with Tuff Duty appears to have a three steel belt like many higher end poly carcass tires. No where does in state that it is a steel ply carcass tire. It's weight is in line with other poly carcass tires at 44lbs for 235's and 45lbs for 245's. The steel ply carcass Michelin, Bridgestone and Goodyear 235's and 245's weigh 55-61 pounds.
I think if you read the sidewall carefully you will see that your tires have one or two poly sidewall plies.
