Sounds like you are thinking of Full Hook up parks, most likely. In PA State parks, most only have Electric at the site, and a fill and dump station near the entrance / exists.
So you are correct in stating the utility posts are on the drivers side, however in quite a few parks that do not offer full, or any hook ups, the dump stations are still on the drivers side, but I've seen many with the fresh water fills on either side of the access roads.
