If the water intrusion was caused by a catastrophic event like a tree falling on it, or a rock flying up from the road, then it would be covered by insurance provided they took reasonable steps to minimize further damage after the catastrophic event. However, if they failed to maintain the caulking and water intruded through missing caulk, then insurance will not cover it.
