Scarey that someone would actually install the hitch that way. After getting it installed correctly, I would be having a very frank conversation with whoever did the original install.
Curious why a welder would be needed to fix/install it correctly. With the correct brackets, the rails are bolted to the truck frame.

The installer probably half way read the instructions. One part of the rail gets bolted to the frame via an L-bracket and the other boots go through the bed only IIRC.
The rails should be more than strong enough for the weights the OP is pulling.
