Sounds like it's 5th wheeler towing capacity, not straight bumper pull. The IVECO Dailys which are used a lot to pull moderately sized 5th Wheelers, have a towing capacity of 8,000lbs, but with the 70C model, they have a 23,000lb GCM. So you see these things happily towing up to 33ft 5th Wheelers, any larger, need air brakes and LPG injection to keep up towing up hills
