Lets all not be chicken little. The sky isn't going to fall as a result of him exceeding the GVWR of his truck.
He has all the same hardware as an F350 excluding blocks. And if he has the camper package he gets the same spring pack plus a sway bar.
GVWR is set by the manufacturer not DOT or whatever you call it in the US. Axle and tire ratings is what the highway boys look at if needed and he says he is under those. With Ford it's all a numbers game between the 250 and 250.
It really comes down to a legal/warranty issue if ever challenged being over GVWR for whatever reason.
He's not the first 3/4 ton diesel owner exceeding their GVWR and won't be the last.
To the OP regarding brakes, as stated in your manual, your brakes are engineered to stop the GVWR of your truck. It's on page 247 of the 2011 manual. They are not designed to stop the GCWR. Since they are the same brakes on a 350, they are technically designed to stop a 11,500 GVWR, the max GVWR of a 350. They are not designed to stop your truck and a 15k trailer! That's why trailers have brakes.
