My experience was different, though not really related to the weight topic....I was going down I26 on what they call the "Saluda grade"..7% for several miles....towing my 16,300# 5er with my 2012 Ram 3500 dually...speed limit 70...though, I was running 60 just to be safe going DOWN the mountain....started picking up some speed, tapped my truck brakes and message came on stating "trailer not connected"..wasn't a big deal AND my truck slowed me to a stop, BUT, it WAS noticeable, (cable had "jiggled" loose...have since fixed that issue)..guess it depends on the downhill grade and speed....Trailer brakes help brake trailer anyway and usually do...BUT trucks brakes were able to control entire load of a little over 25000# gross.
I agree, everyone ought to do it once , ( in a safe way of course), just to see the difference with just the truck slowing/stopping what you're towing....In my experience, it WAS noticeable, but not dangerous...wouldn't want to drive a long distance like that, especially if I HAD to make an emergency stop where the trailer would take care of itself.
