If I were you, and this far into it, I wouldn't stop at just rewelding what is there. I'd have a few sections of C-channel made of the proper thickness to wrap around the top of the frame and under the flat strap holding the wall up. Weld in place as needed.

The vertical is your wall. The lower dotted horizontal is the flatstrap screwed to it. The solid horizontal is the frame structure the flatstrap is welded to. Wrap those two with the c-channel.
I'd use multiple short sections of channel per side instead of one long one.
Hopefully my poor little diagram up above will get my point across.
Well, it looks fine in the editor but gets all wonky when its posted. If it doesn't make sense maybe I can explain it better verbally.
Thanks TG for looking your drawing is clear and makes sense. This would provide more support as I cant weld both side with out taking walls off. taking walls off just is not an option. Still waiting to hear from Keystone.I have heard they might step up, but we will see.
