It could be an honest mistake... Maybe they had to remove the hose to do their repairs and it didn't get put back in the bumper...
I definitely would ask them about it... They might even have you go down to the closest CW place and pick up a replacement???
I bet you could rig up something like this to add locking door without too much effort... This door is from TORKLIFT.com
