It will take a little looking but $35k is very doable.
You can pick up a 5-8yr old 3/4ton truck for $10-15k in good shape. Add a $1000 to get a hitch added and that leaves you $20-25k for a 5th wheel which should buy a nice 5th wheel of a little newer age.
I would shy away from some of the "higher end" brands if you will be on the move. While well built, they tend to be lead lined (ie: overweight) and you won't find as many in the 28-30' range as they target people who park them for 3-6months at a time.
