No the instructions are to NOT hi-pot test UNLESS circuit board has been disconnected. Hi-pot test (high potential test) checks the integrity of the insulating properties of a component. Done by applying high voltage between a current carrying component and the shield measuring excessive leakage current
You only need to hi-pot test if you are looking for a circuit problem on the board. A circuit board tester is used.
Unplugging the connectors to clean the contacts, change out a board etc. does not require the test.
