My experience is this is not the norm. Warranty work doesn't pay as much as regular labor. If the dealer didn't make a profit on the original sale, some/most might not be as willing to help as they would for one that sold originally.
While I agree that this is probably true. It still makes no sense; "less" money is still better than NO money. A better strategy would be to take all comers and build a great relationship with the customer by performing warranty work. Eventually that warranty will run out and I'll be a full paying customer. If they treated me right I will gladly continue to use their service (and parts) department.
