With no deaths or injuries NHTSA simply doesn't care about damaged rvs as evident the many ST tire complaints dropped from their complaints website every few years.
If you go back to my old thread(Chris) about trailer tires quite a few years ago, you will see that Barry Smith(the tire engineer) made the same statement about trailer tires and personal injury.
