It was solely based on feedback (I believe from dealers but I didn't ask) that people could not understand how you could have a trailer with a GVWR of 19500 pounds with only 16000 pounds worth of axles. So they went to 21000 pounds of axles. That's what Bill Fenech told me when we were talking about it.
