After removing as much old paint as you can and wire brushing/sandblasting the rust, apply OSPHO and let it set overnight. Zinc chromate base coat then the color you want. I live on the coast and everything rusts. I've had good luck with this method in the west coast salt water atmosphere and the commercial fishermen use a similar method.
