I have put a Jeep Cherokee in mine, but it was built for that purpose. The ramp is very heavy and the trailer frame rather thick plus triple axle. I would think the break over angle would enjoy too much for a Smart Car.A smart car weighs nearly a ton, that's a lot for most toy hauler. The other consideration is the length of the garage, mine is just under 15' long but a lot was sacrificed for that on a 31' trailer, like a dinette and kitchen space.
It seems most trailers were designed to be near their limits weight wise. I wouldn't think you could put much in the way of gear or any water if you did try it. Also need to look at the tow rig, make sure it can handle the extra weight. If everything adds up I would want to make sure the engine if the smart car is over or very near the axles of the trailer.
