I understand your concern......but even with your 2 grey and 1 black tank being smaller than advertised you still only have a 42 gallon fresh water tank (if it is 42 and not including water heater capacity).
So fresh water tank is STILL the limiting factor.....have to refill it before waste tanks will fill completely.
Your waste tank advertised is 84/G and 42/B for 126/total.....yet only 42 Fresh.
IF at bucket measured 36 gallons each that is 108 gallons total and still only 42 fresh.
Yes you should have 42 ea. waste tanks.

Personally, I'd much rather have a lot more waste capacity than fresh. You can always schlep fresh if you need to. Yes, grey can be dumped without too much issue (and our AZ forests need the water anyway); it's always the black that gets me. DW has got to the point where she uses a basin for dishes and dumps outside. Keeps junk out of the grey tank, as well as reducing the load on it.

Got 70 gallons of fresh but 128 gallons of waste capacity.
