It might not be the tank at all, it might be the installation. If a vent pipe is installed too far into a waste tank, it will prevent the tank from filling all the way. For example, if it extends 2" into the tank, that top 2" will be unusable because the air can't be evacuated from the tank to make room for waste. Your indicator lights might still say full if that is in the full range. Most of these tanks are pretty flat because they fit between the frame members so 2" can be a fair amount.
