Just a thought, are you sure there is no confusion between US gallons and Imperial (Canadian) gallons. A Canadian gallon is 1.2 times bigger than a US gallon, so 36 times 1.2 equals 43, very close to the 42 you are looking for. Are you sure the graduated bucket you used was in US gallons. It probably was, but you never know.
I worked as a water supply engineer in Canada and we had to be very careful when specifying pumps, tanks etc that we checked the specs carefully to make sure we made the correct choice.
