How many times can you torque bolts on a hitch?

I have a new Curt A 16 hitch that I have had to try and then adjust the height a few times to level out the trailer. Anyone know how many times you can torque the bolts that go into the hitch? They ar...

Not to start a war here but I personally would replace them with Grade 8 bolts.

They are metric Made In China and no idea what rating these have.
