How/when to check axle bolts, bushings and shackles?
Can the spring suspension hardware be checked visually, or does one need to disassemble the spring attach hardware?

You probably need to take it apart to really see what is going on. If you still have the plastic bushings I can guarantee they are already toast. And depending on how many miles on your trailer the spring eyes and shackles could also be worn out. Be prepared to spend money to fix it right before you tear things apart.
