Time to strip the belly liner and pull any tanks that are in the way. Grind/clean everything and start welding and reinforcing. I'd also pull the bottom liner and do the pin box area. Look at everything that will be a potential weak spot and reinforce it. It probably actually needs a massive amount of reinforcement to make it last. It's a good time to see if the other tanks are ready to fall out too!
I'd also wrap all those hoses and harnesses that are rubbing in those holes or install grommets.
While you are in there I'd also at least do wet bolts and maybe an Dexter ez flex. OR, just Craigslist it as is. Tell people that it's damaged and write it on the receipt. Needs repairs, sold as is.
