Classic sign of a failing converter.
It did it on the old battery cause converter wasn't providing enough charge to battery so battery voltage was low.
New battery is currently charged but will not last long due to failing converter.
Converter DC output should be 13.2V DC minimum when connected to AC power
It should go as high as 14V PLUS when charging battery.
