OP, here are the instructions for a DIY electronic exhaust brake and TC lock up for your 7.3. Unlike a gas engine that has a butterfly valve that restricts air flow a diesel does not resulting in very little engine braking with a diesel.
Like I posted originally... you are in luck with the 7.3 and being able to trick the ERB butterfly valve in being a good exhaust brake for less than $50 using the above info.
If you can get a EB for about $50 more power to you. I choose to install a Pacbrake PRXB, this is the best aftermarket EB out there, works well even at lower RPMs.
I very seldom touch the service brakes on down hills, I may drop a gear, but the PBXB does a great job of holding back my 19,500# of truck and 5er.
I got the Turbo mounted unit as it is the most direct acting.
I will say I have the advantage of having a manual transmission.

I'd hate to invest that much in a vehicle that old. I've always managed fine by taking it easy and using the punch and release technique. Be sure your brakes Are in good shape before starting out.
Well in the flat land maybe, but in the hills and mountains in the East and West well worth the money! My safety and those around me is important to me.
Well Punch and release still heats up the pads and rotors, mine are stone cold and ready at full capacity, and not preheated!
