They are equally litigious outside the US. Why the 1/2 Tons have a lower capacity? Simple you upgrade to a 3/4 ton that makes the manufacturer much more profit.That is why towing with a car is not going to be endorsed by ANY OEM in the US, although the Europeans do it 95% of the time, the rest by European Vans or Cab Chassis vehicles.

A great-uncle of mine used big-block Chryslers to tow his 30' Airstream back and forth across the U.S. until he couldn't find another car with a big-block in it. Bought a 3/4 ton Suburban (late-70's/early 80's) with a 454 and absolutely hated it. I tried to get him to put a small blower on it for more horsepower, but he said that he didn't want to spend any more money on it. Sold 'em both after about 3 years and bought a small Class A. He was much happier, but still would have preferred his Chrysler.
