Take the carb off the generator, take the bowl off and run a thin wire, or a torch tip cleaner, through the jets. That is what always clogs up when a carb is left unused with gas in it for a long time. It won't want to start or idle and will need the choke partly on when running full speed, due to lack of fuel through the clogged slow and main jets. Also change the inline fuel filter.
I would try this first but most have not had much luck, there are tiny passages within the carb that get plugged as well and are not possible to clean out if they get too gummed up. I think I saw that an Onan 5500 carb is about $150.00. Me being the cheap screw that I am I'd take it off, soak it in some good carb cleaner (if you can find any anymore, let me know if you do!) then disassemble, clean/blow, etc. like you would do for one of those Jet Ski carbs, I'm sure you've done that a time or ten.
George at ESP in La Crescenta also uses an ultrasonic vibrating bath to help clean stubborn carbs.
