The "problem" is that it is easier for the manufacturer to correct things later, rather than to implement any quality control on the assembly line. A large percentage get thru without any major problems, then a percentage of those are taken care of by either the dealer, or owner without reporting the problem. They are then left with a relatively small percentage with problems that the manufacturer has to deal with.
