It is a fact of manufacturing that you cannot "inspect" quality into a product. It must be built in from the very beginning, starting with the design process, continuing on through purchasing and finally quality has to be celebrated on the production line. The purpose of QA is to catch the random human error that we all can make in the best and most supportive of systems, not to force quality into a product.
