I don't believe you need a new roof, just use some Eternabond, it's great stuff. Make the dealer fix it properly or do it yourself (which is what I'd do).
On the same note, we are all pretty much in agreement that there is no quality control in the RV business. The people that work on the roof, especially, seem to know that nobody will be checking their work.
