Yes, in most cases 4 inches would be too high. IMO 2 inches or less is not a problem, but level is always best. Too high can cause tire overload, and will likely cause/increase chucking issues.
More info, and pic, would make it obvious, if yours is a problem. In many cases the hitch, and pinbox can be adjusted to help, but 6"s is usually required for truck bedrail clearance.
Some FW suspensions have extra holes in shackles to raise trailer. The dealer could maybe add larger tires/wheels to trailer, to help complete the sale.
