From you saying when you open the end cap, I assume it is when you are preparing to hook up to sewer at a new site.
With that much water, it is not water left in the pipe after you close the valve. If it were, it would come out when you disconnected the sewer hose after draining. It must be from some water left in a tank and passing by the shutoff valve afterward, maybe from sloshing around while driving. If the drain pipe is not at the very lowest point of a tank, it will not drain completely.
I never have more than a few drips, and normally not even that much, when removing the cap. I would be looking for leaking waste tank shutoff valve(s).
