A friend of ours has an Forest River XLR Nitro 305VL5 that just has cabinets up there instead of the loft. However, I think they are discontinuing that model and replacing with one with a loft :-P But, there may still be some out there. It fits the rest of your criteria... under 40' and he got it for under 60k.
