In addition to legal, make sure the trailer manufacturer really set up the trailer frame to tow a boat behind it. The typical sewer hose holder/rear bumper is not strong enough by itself and some of the frames may not like the extra load.
FYI - Keystone is rejecting frame warranty claims and likely stress crack claims where people bolted bike-racks to their trailer. Think twice before doing this...
