Thanks , I carry 2 @ 5 gallon buckets that I can use either sand, or water to fill and set on the base.. That should be enough to hold I think ?

I think that would be enough. It's not the force of the wind that will be the issue. It will be the force combined with the vibration caused by the flag waving.
Stakes would be a good idea if you are on soft ground, but I'm guessing you won't be. You could also put some concrete in that bucket with a larger pipe sleeve in the center. But then you have to haul that. Easier to just get some water or sand.
