Well GPS is Data if you have Verizon it covers everywhere I've rode even South of the border.
Verizon undoubtably has the best coverage, but there are holes once you get east of Cascades or Sierra-Nevada's. There are even more holes in coverage once you get into the Rockies.
There are caching applications for map data if you know ahead of time you will not have coverage, but the built-in GPS in phones is lacking verses dedicated systems and it relies on cell towers for better accuracy. I worked on dead reckoning aircraft systems that were more accurate then cell phone GPS.
