Its not. It says your tires that do not have the symbol "J" have a max speed of 62. I am having problems understanding your question about what Carlisle is saying. I believe you want a different answer but that is not what Carlisle is saying
ST with J = 65 ST without J is 62 Trailer tires without J is 62 is my interpretation.
