Sunday I will be going down Black mountain. Am I correct that I should: 1. Turn off tow/haul 2. Manually put in 3rd gear 3. Turn on hazard lights 4. Hang on? Thanks

6% is nuttin'. Leave in T/H mode and manually downshift if you feel you need to. Personally, if the engine's not holding speed, I'll let the speed run up to about 5 over my "target" speed, then stab the brakes medium-hard, slow down to about 5 under my "target", then let it ride. OP - to eliminate the chaff from the wheat..:R.., post your question to one of the brand specific forums, several available for any brand - whether gas or diesel.
The Ford or Dodge folks *won't* be on a Chevy/GM forum and vice-versa.
You get mostly solid answers for your make, engine & trans combos, etc. - as above.
