In my original post I wrote that the hitch weight was 1795 lbs and the unloaded weight of the trailer was 9635 lbs. I took this off of a spec sheet when I bought the trailer. As a percentage, it's 18.6%. Wouldn't the manufacturer design these rigs to fall into the optimum weight distribution ratios?
I called Andersen yesterday and they acknowledged that it is a common problem that can be improved through a process of elimination.
Your giving the designers too much credit and reading too much into the dry pin weight ratio. As you load stuff up that ratio is going to change quickly. You need to maintain the correct percentages on your own by balancing your cargo accordingly.
My next move would to determine your actual weights.
Determine where you stand within your ratings.
An air ride hitch or pin would be your best move their whole purpose is to eliminate/absorb chucking.
Of course you could do a few suspension mods that may help.
They are cheaper but I don't imagine they will be as effective as effective
